Executive Summary
Primary focus of this study is to look into various causes
and implications of increase in number of foreign students at Undergraduate
level at UC’s after year 2008. We tried
our best to get as much data as possible from government or public or very
reputed websites, all the web references have been shown at the top. We have tried our best to state the facts as
it is and not give any opinions. This
study was conducted to understand all aspects of the issue. We used free online
resources available in public domain. We did not change any numbers or facts. We
assume no responsibility or liability for any errors or omissions in the

We are not against foreign students attending US educational
institutions, we want to make the admissions process fair for domestic
students. Universities and educational institutions should screen domestic and
international students with similar standards as they evaluate domestic
students and close the loopholes of fraudulent practices. Please subscribe to

Summary of the items we covered in our study are as

Ø UC’s
was a world class education system funded by taxpayers of CA for 150 years. Had
free or negligible tuition for almost 100 years.
Ø Why
is it much harder now for students who are US citizens and permanent residents
living in CA to get admission in UC system especially in STEM (Science,
Technology, Engineering, & Mathematics) majors?
Ø UC
Budget, and budget cuts in previous years.
Ø Undergraduate
enrollment numbers from 2008 onwards in various disciplines.

requirements to get classified as CA Resident.
Ø Percentage
of non-US residents at UC’s is higher than the numbers published on UC Info
center because CA residency does not mean that a student is US permanent
resident or Citizen.

Ø Why
large percentage of foreign students choose STEM Majors?
Ø Other
factors which led to rapid Growth in the number of foreign students such as
OPT, additional H1-B and other visa categories. Grant of three years of OPT
after every degree and availability of unlimited spots in OPT program.

Ø Whys
it is relatively easy for foreign students to get admissions in UC’s or other
colleges in US when compared to domestic students? Limited verification of
foreign education credentials, huge education consulting industry helping
foreign students, cost of tutors and consultants much lower in other countries
Ø How
do college admissions counselors verify
domestic and foreign students
credentials, pathetic condition of high schools and colleges in other
countries. Low quality education, only emphasis on memorization, US students
have to go through much diversified and lengthy curriculum in order to get into
STEM majors
Ø DACA,
illegals, and many other visa categories which can also qualify as CA resident in
some cases even though these people are not US citizens or permanent residents.

percentage of seats for true CA residents (US-permanent residents/Citizens) in

as Parachute Kids, Anchor Babies, kids of people on H1-B, OPT, birth tourists,

Colleges, & Universities

of undocumented students going to colleges, special privileges for illegal residents in education system

type of guidelines are actually in place at school districts (K-12 or preschool
level) while giving admissions to students? Parents cheating on income,
residency, etc., how often school districts ask for re-verification of
submitted documents? How many students are abusing the system?
Ø Rapid
growth of foreign students will increase the shortage of professionals in STEM
who will be authorized to work on projects involving high level clearance. States
such as CA seeing enormous job growth in STEM related fields.
Ø Cheating
in admissions process is widespread, such as big international/Chinese
companies gaming the admissions process, people in other countries usually do
not play by rules,
Ø Much
higher rate of cheating by Foreign students at US educational institutions
Ø Wrong
advice by counselors to local high school students, completely unfair system to
domestic students, our students need to come to school everyday, in some
countries students do not even go to school everyday, only preparation for
tests is done in some countries with no extracurricular activities
Ø Why
it is very easy to get job as foreign students/graduates
Ø Why
employers hire people from H1B, OPT, J1-Visa, and many other visa categories
Ø Misleading
jobs reports numbers are being published
Ø Small
Companies or startups are also hiring these types of foreign graduates under
the table, low wages, less taxes,
Ø Companies
bring labor from other countries for short term projects in name of training but
actually make them work
Ø Who
is benefiting – Big corporations, university professors, and others actually
benefit from influx of foreign labor while pushing enormous burden on society
Ø Big
companies benefits from influx of cheap labor park cash outside, save on taxes
Ø Why
policy makers do not encourage Science and Math education in high schools
Ø If
we have shortage of graduates from STEM majors, why do not we hire quality
teachers
Ø why
obtaining teaching credentials take so long, why can’t we simplify this process
Ø Why
Domestic students stuck with mountains of college education debts
Ø Wastage of resources in Education system, UC’s
wastage of money, layers of management at UC’s. Pension liabilities, Salaries
of UC employees and professors, benefits, sabbatical leaves, budget for
conferences, meetings, etc.,
Ø If
immigrants are good for economy why our national debt keeps on rising, why do
not we have a better screening system for immigrants like other countries such
as creating a point based system?
Ø Amount
of money spent on taking care of illegal immigrants,
Ø What
types of jobs being done by illegals, benefits given to the families of illegal
immigrants,
Ø We
first outsourced manufacturing, outsourced intellectual jobs, back office jobs,
now let them take away our intellectual property also
Ø Some
foreign students are sent by governments to steal intellectual property
only
Ø Other
countries do not spend much money on research, they have no FDA, USDA, EPA, or
many other agencies, do minimal work, and simply copy our standards.
Possible solutions to this problem;
Ø Create
awareness about the problem of influx of low quality foreign students
Ø Opt
should only be for 12 months and only one time, not after every degree.
Ø Call
your elected representatives, share this video, summary blog, share text

with PTA’s at school, friends, and relatives,
Ø Start
online petitions to raise awareness about these issues
Ø Ask
state to allocate funding to restore foreign students numbers to pre-2008
levels, average tuition multiply by number of students X number
of years,

reporters, news writers, talk show hosts, journalists, writers, media
personalities
Ø Contact
attorneys if legal actions can be taken, our kids are going through very
different, diversified education process, our kids cannot be asked to only
prepare for tests and cheat, focus on memorization in some countries, why are
we doing this to our kids?
Ø Get
rid of flawed screening system at universities
Ø At
local state and federal levels – universities are recipients of tax dollars, tell
government officials to stop giving them aid if they do not change their ways
Ø Birth
citizenship is the biggest loophole driving lot of immigration related issues.
Ø Do
not allow parachute kids in our public schools.
Ø DACA
kids, give them bare minimum education, if they are not eligible to work, why
spend money on educating them, enroll them in vocational programs or where they
have to work in return of free education
Ø Reduce
spending money on sports at our educational institutes
Ø Provide
plenty of scholarships for science and mathematics majors
Ø Tell
politicians to invest in your own youth rather spending on foreigners
Ø Call
corporate donors to stop donating to universities if they continue to
discriminate against local students
Ø Put
a special tax on IT companies if they hire foreigners and use those funds to
create scholarship programs for STEM
majors
Ø Glorify
students majoring in STEM rather athletes
Ø Shift
funding in colleges as per needs of the society
Ø Toughen
our educational standards at all institutions and at every level
Ø If
other countries do not play by rules, why cannot we close the loopholes? People are desperate to lie, and universities are hungry for cash, bottom line
is that most of the people are dishonest if there is no enforcement of rules.
Ø India
has reservation system, verify that students got admissions in general category
or reservation, Quotas in jobs, at every level,
fake degrees, No creativity in India, extremely corrupt education system
Ø Invest
in strong vocational programs, programs like associate degree in mechanical,
electrical engineering make it mandatory for everyone,
Ø Increase
private sector participation in education,
free education in K-12 system is a privilege, parents and students need
to be thankful for this

participation is a key, make it easier for successful people to visit schools
and teach students, mentoring programs
