Primary focus of this study was to look into various causes and implications of increase in number of foreign students at Undergraduate level at UC’s after year 2008. Similar trends can be observed at other great universities across the United States.  We tried our best to get as much data as possible from government or public or very reputed websites, all the web references have been shown at the top.  We have tried our best to state the facts as it is and not give any opinions.  This study was conducted to understand all aspects of the issue. We used free online resources available in public domain. We did not change any numbers or facts. We assume no responsibility or liability for any errors or omissions in the content of these videos or blogposts. We are not against foreign students attending US educational institutions, we want to make the admissions process fair for domestic students. Universities and educational institutions should screen domestic and international students with similar standards as they evaluate domestic students and close the loopholes of fraudulent practices.  
UC is admitting a big percentage of International students, or non-US Citizens, non-US permanent resident students, thus reducing the admissions for US citizen students especially in the STEM majors since they have the ability to pay the high tuition.  Expansion of OPT (Optional practical training) terms and granting OPT after every degree had a huge impact on the number of foreign students. OPT expansion literally opened floodgates for foreign students.
Percentage of foreign students is actually even higher as there are many categories of students which can get classified as California residents but may not be legal citizens or US permanent residents. 
Limited verification of foreign education credentials and huge education consulting industry helping foreign students get spots in US universities helped the numbers of foreign students soar. Cheating in admissions process is widespread, big international/Chinese companies are gaming the admissions process, people in many other countries usually do not play by rules.
Countries like India had orders of magnitude surge in number of engineering colleges in last two decades and the cost of education went up dramatically went up in Indian colleges. Employability of graduating engineers went down drastically in India, which led many graduates to find creative ways to get out of India. Higher education loans are easily available in India and other countries.  Big corporations, universities, university professors, and others in US actually benefit from influx of foreign labor while pushing enormous burden on society.
